According to the German Minister of Education and Research, Annette Schavan, the professional qualifications of about 2.87 million people residing in Germany were obtained abroad. Of these, about 500 000 will benefit from the new project of the German government, which seeks to improve the process of recognition of foreign degrees and diplomas.

Single process

The main measure of the new plan is the creation of a unique process of recognition - an agency in which citizens trained abroad may ask for an evaluation and recognition of its securities, taking also into account the accumulated experience. Currently, the disparity between standards of evaluation of the different German states further complicate this process.

Schavan wants the new rules took effect from 1 January 2011. The new bill approved by the cabinet of the German government this week was part of the treaty's governing coalition between conservatives and liberals.

The new rule provides that each foreigner is entitled to evaluate your qualifications for a maximum of six months. After this period, he should be informed if your diploma will be recognized in whole or in part in Germany.

Emergency economic

According to Maria Böhmer, the planned legislation fits mainly to foreigners who live no more than ten years ago in Germany. The responsible government said the bill signals a new culture of recognition of potential migrants.

The Germans also profit, added Böhmer, because they can absorb more people with professional qualifications. The Minister Schavan, in turn, considers it an economic necessity, given the increasing demand for qualified personnel and to the demographic development.

With caution, immigrant organizations welcomed the government's project. Hilmi Turan Kaya, a member of the Immigrant Council of Berlin and Brandenburg, considers it an answer to a longstanding concern.

But this is only a declaration of intent to be evaluated in this parliamentary period. Anyway, Turan welcomes the German government is finally taking steps to solve a problem that, among other things, led to the existence of a large number of taxi drivers overqualified.
