German Minister of Education and Research, Annette Schavan, announced government's plan to facilitate the recognition of foreign diplomas, highlighting the economic importance of the project.
According to the German Minister for Education and Research, Annette Schavan, the professional qualifications of about 2.87 million people residing in Germany were obtained abroad. Of these, around 500,000 will benefit from the new project of the German government, which seeks to improve the process of recognition of foreign degrees and diplomas.
The new 13-point plan for assimilation of foreign degrees and diplomas at levels corresponding in Germany was presented by the Minister Schavan, along with the charge of the German government to issues of integration, Maria Böhmer, on Wednesday (09/12), Berlin.
"We have huge problems finding skilled workers in the next 10 years," Schavan said, "unless our economy suffered a stagnation in the next decade - which nobody expects to happen." Everything we do is aimed at further growth, and therefore is more than time to take such steps, "he said.
Single process
The main measure of the new plan is the creation of a unique process of recognition - a central agency where citizens trained abroad may apply for assessment and recognition of its securities, taking also into account the experience accumulated. Currently, the disparity between standards of evaluation of the different German states further complicate this process.
Schavan wants the new rules start to take effect from 1 January 2011. The new bill approved by the cabinet of the German government this week was part of the treaty's governing coalition between conservatives and liberals.
The new rules predict that every foreigner is entitled to assess their qualifications within a maximum period of six months. After this period, he should be informed if your diploma will be recognized in whole or in part in Germany.
Emergency economic
According to Maria Böhmer, the planned legislation fits mainly to foreigners who live not more than ten years in Germany. The responsible government said the bill signals a new culture of recognition of potential migrants.
The Germans also profit, added Böhmer, because they can absorb more people with professional qualifications. Minister Schavan, in turn, considers it an economic necessity, given the growing demand for qualified personnel and to the demographic development.
With caution, immigrant organizations welcomed the government's project. Hilmi Kaya Turan, a member of the Immigrant Council of Berlin and Brandenburg, considers it an answer to a longstanding concern.
But this is only a declaration of intent to be evaluated in this parliamentary term. Anyway, Turan notes positively the German government is finally taking steps to solve a problem that, among other things, led to the existence of a large number of taxi drivers overqualified.
